Force a sandbox outcome

https://sandbox-api.omicloud.io/v1/sandbox/transactions//simulate

Sandbox only. Pushes a non-terminal transaction to a terminal
state without a real transfer, through the same state machine and
webhook pipeline a gateway callback would use. Returns 404 in
production.

expire applies to deposits with an open session; reverse to settled deposits.
