Rotate the signing secret

https://sandbox-api.omicloud.io/v1/webhook-endpoints//rotate-secret

Issues a new secret and returns it once. The previous secret stays
valid for 24 hours; during the overlap every delivery carries two
comma-separated signatures in Omi-Signature, one per secret.
